Founder & CEO
Ulises B. Teyes is a licensed paramedic, EMS educator, and proven entrepreneur with years of experience in both public and private emergency systems—including time with major fire departments and leading ambulance providers. His leadership is built on firsthand field experience and a relentless commitment to care.
Before launching County Medical Response, Ulises successfully ran a restaurant business and led EMS teams across multiple industries. He founded CMR to create a transport company that holds the line on standards, values its crews, and delivers care the right way—every time.

Lead Developer & Administrator
With over 20 years of experience in EMS and fire service, Mike Wright brings deep operational knowledge and a creative problem-solving mindset to County Medical Response. As our lead developer and administrator, he’s the bridge between field operations and back-end systems—streamlining processes, fixing what’s broken, and building tools that make our team faster, safer, and sharper.
Whether it’s fine-tuning dispatch flow, helping launch new tech, or making sure our systems actually work for the people using them, Mike is the one we trust to keep things moving behind the scenes. He’s part engineer, part ops guy, and all in on the mission

Haley has been with County Medical Response from the very beginning, giving her a deep understanding of the company’s operations and the needs of its crews. She leads all aspects of hiring, onboarding, and employee support, making sure our team has what they need to succeed in the field.
Her approach is simple: put our people first so they can put our patients first. Haley’s work has been key in scaling CMR’s staffing and systems as we’ve grown, while keeping our standards and values at the forefront.
